One day last week we had a deluge that lasted for about 20 minutes. The drains in the parking garage could not handle the volume of water coming from the upper levels, hence the mini-fountain.
You do have a good eye! Very nice capture. I would probably have walked right by and not even noticed this "fountain," unless, of course, I stepped in it, which is certainly a possibility!
